Each year more than three hundred and twenty-five thousand Americans die, whose lives could have been saved if they had had the proper medical care we know how to provide. That is a greater number of Americans than were killed throughout World War Two. I have been urging the Congress to pass laws which would permit the Government to aid in building hospitals, medical schools and clinics.
