OF THE THE COAT OF ARMS OF THE PRESIDENT OF THE UNITED STATES The Seal of the President of the United States is displayed wherever the Commander in Chief is present in his official capacity. In accordance with protocol, new presidential colors, to super- sede the four-star flag adopted in 1916, were re- quired after the Congress authorized five-star rank for Admirals of the Fleet and Generals of the Army. The flag was unfurled October 25, 1948. The Seal depicts the American Eagle holding in the dexter claw the olive branch of peace and, in the sinister talon, arrows for defense. Symbol- ism derived from the thirteen original states governs the number of olive leaves and berries, arrows, stars and cloud puffs. The chief azure of the shield upon the breast of the American Eagle represents the Congress binding the colonies into an entity. A forty-eight star annulet rings the whole. The integrity and strength of the unified device are made explicit in the Latin motto on the scroll, "E PLURIBUS UNUM," or, "FROM MANY ONE."
