Lemin also predicts that the proposed new taxes will be shifted to the shoulders of the working people and that the "ominous reservations about re- strictions on the right to strike" will make meaningless the repeal of the Taft- Hartley Act. Turning to American foreign policy, Lemin charges that Truman gave his blessing to the policy of foreign expansion and to the armaments race--which is equivalent to "renouncing any improvement in the material condition of the American working masses." Other Soviet broadcasts, following Lemin's general line, allege that "the message openly admits that in the future, too, the U.S. Government will carry out a policy directed towards world supremacy and the destruction of the independence of other countries." Moscow notes, with approval, Wallace's criticism of the message. SOVIET SATELLITES: Among the Satellites, only Prague and Soviet-controlled German reactions have been monitored to date. Following the general Soviet line, Truman is said to have "tried to prove that U.S. capitalism was not doomed to failure" (Prague); and, according to the Soviet-controlled German radio, the alleged con- tradictions in his speech arose from the fact that he defended the capitalist system and all its "attendant evils" while at the same time "pretending to fulfill the election promises"--promises merely intended "to keep the voters' expectations aligned to their high taxes." Prague also includes the unusual charge that "the Taft-Hartley legislation is to be replaced by the Wagner Act which is even more hostile to organized labor." According to the Paris radio, the French Communist press, keying its reaction to orthodox Communist tenets, is pursuing the line that "Truman is undertaking the impossible task of having the capitalists admit the principle of redistribution of their wealth-which would destroy the political and social power of these capital- ists." And the British DAILY WORKER sees an irrevocable contradiction between Truman's domestic proposals and his "preparation for war abroad."
