The U.S. budget is a war budget." (From a commentary by Shavrov, Moscow, in English to North America, 9 January 1949) Citing budget figures as evidence of the above claim, Moscow disparages the "dangers threatening America." These are said to be only a "smokescreen" and a "camouflage": a smokescreen for imposing tremendous military expenditures "on the U.S. taxpayers... because the monopolists are so frightened of an economic crisis that they want to prolong prosperity by more and more military orders"; and a camouflage for "aggressive plans. Hitler too tried to convince the world that he was only arming for self-defense." THE STATE DEPARTMENT CHANGES: Although Moscow has not yet commented on the State Department changes, it may be of related interest to note that a commentary by PRAVDA correspondent, Boris Izakov, selects a statement by the president of the American All-Slav Congress as representative of those American "simple folk who aspire to a peaceful life and hate the very thought of another war": He is said to have written Truman asking him "to begin direct negotiations with the USSR to make an end of the cold war policy. the Slavs were disappointed because, in that part of Truman's (State-of-the-Union) speech dealing with foreign policy, he did not refer to direct negotiations with the USSR to eliminate present differences. It was the promise to this effect made during the electoral campaign which persuaded millions of U.S. voters to give their votes to Truman." (Moscow, in Italian, 10 January 1949) The USSR's Satellite radios continue to interpret the State Department changes as a reflection of the "bankruptcy of Marshall's policy." A commentary broadcast by both North Shensi and Harbin is entitled "The Resignation in Disgrace of Marshall." Generally, too, the Satellites feel that Acheson, despite his liberalism, will not initiate any change in American foreign policy. As a paper quoted by the Hungarian radio puts it, "peace has its definite and unequivocal requisites which cannot be reconciled with the aims of U.S. imperialism."
