SOSIALDEMOKRAATTI (Social Democratic) is said to have declared that the reference
in Article Five to joint defense in the event of an attack is "a worn out phrase

NEW CHINA NEWS AGENCY (Communist) characterizes the Atlantic Pact as "an
extremely hypocritical document (which) in effect tears up the United Nations
Charter." Secretary Acheson's reference to revolutionary movements is said to
"mean" that the United States can intervene and "suppress these movements." The
commentary also points out that the Pact "violates" the Soviet treaties with
France and Britain--a point not stressed by Moscow.
Foreign Minister Bevin's "hasty" correction of "preventing peace" to "preserving
peace" is analyzed by Warsaw on the basis of "Freud's theory"; Warsaw's TRYBUNA
ROBOTNICZA is quoted as finding in the slip proof that the Pact's "real aim is not
to consolidate peace but to make the task of United States warmongers easier."
Inclusion of Turkey and Spain: AFP's Ankara correspondent reports extensive
quotations from the official ULUS in which the daily suggests, somewhat
belligerently, that Turkey might be forced to accept a Soviet treaty "similar to
that offered Norway," and demands that Turkey's western partners "clearly define
their intentions toward her. Assurances of American support no longer suffice,
and neither do the proposals of the Truman Doctrine."
Madrid avoids overt commitment by quoting New York opinion indicating the
probable inclusion of Spain while Moscow attacks the possibility as proof of the
Pact's hypocrisy.
