INTRODUCTION: The volume of comment on the President's 15 December radio address
is moderate. Western sources applaud the address as proof of American leadership
of the democratic camp and as another indication that there will be no appeasement
of the aggressors. Moscow has not reported the address or commented on the state
of emergency, but other Communist radios, to a large extent ignoring the actual
address, concentrate on rhetoric and bombast to denounce President Truman as a
plotter of world war. There is widely-expressed sympathy for the American workers
who will shoulder the burden of Wall Street's preparations for expansion of aggression.
ANOTHER WARNING TO MOSCOW: Paris, Athens, Ankara, and Rome approve the 15
December address because it serves as another warning to Moscow and Peiping that
the West is determined to resist aggression and because it represents a definitive
re-statement of American policy toward Europe. Ankara quotes ZAFER (semi-official)
as endorsing the decision "to take the strongest measures in the shortest possible
time, 11 while Athens, declaring that the address represents a step on the road to
world peace, finds in it proof that the Americans "are worthy leaders of the world
of democracy." There are repeated calls for similar mobilization measures in other
nations.
PRESIDENT TRUMAN'S "GOEBBELS-TRAINED MENDACITY": Although the Soviet radio has
not yet reported or commented on the address, other Communist sources, including
Berlin, Bucharest, Warsaw, Vienna, Prague, and the clandestine "Free Greece" and
"Free Azerbaijan," are vehement in their vilification of the President. Again and
again they pose the rhetorical question "who is planning aggression against the
United States?" and again and again they point to U.S. aggression in Korea to prove
that the U.S. is the guilty one. Generally ignoring the actual contents of the
address--with its implications of American strength--they sympathize with the
American workers who will stagger under the Wall Street-imposed mobilization order.
The Communist radios also claim that last week's railroad strike was a protest over
the anticipated declaration of a state of emergency. There are occasional references
to Mr. Truman's alleged attempt to restore America's waning prestige by assuring
Europe of American military might, and Berlin and others liken the address to the
militaristic propaganda of Goebbels and Hitler.
