damage upon our people. The Soviet Republic achieved victory against the
hordes of interventionists and White Guards because the Red Army's
guiding core, its force and its sun, was the Party of Lenin-Stalin, strong
in its unity and cohesiveness, unsurpassed in its ability to organize the
masses of millions of people.
"If Russia withstood the pressure of world imperialism, If Comrade
Stalin said in 1921, "if she won a series of most important victories on
foreign fronts, if in a period of 2 or 3 years she developed a force which
shook the very foundations of world imperialism, she owes all this, among
other factors, to the Communist Party-united, tested in battle, and forged
out of hard steel, the Party which never strove to increase the number of its
members, but rather considered an improvement in their quality as its
primary concern."
Already in the first years of its existence, the Soviet State demon-
strated immense moral and political strength, firmness, and stability, although
in technology and economy our country was then still backward and weak as
compared with the more powerful capitalist states.
Summing up the results of the road covered by the Party and the Soviet
State, Lenin stated at the Party's Eleventh Congress: "What has been won
by the Russian revolution is inalienable; no power can take it away just as
no power in the world can take back what has been created by the Soviet State.
It is an historic victory."
In his last speech at the plenary session of the Moscow Council, Lenin
said with the greatest confidence that Socialism was no longer a question of
the remote future, and that our Party would be able to lead the people to the
victory of Socialism.
Under the leadership of Lenin and Stalin, the Party has successfully
managed to make such a sharp turn in its policy as the transition from the
policy of militant Communism to the New Economic Policy, the policy of
utilizing market relations calculated to consolidate the union of workers
