When the Democratic Party came into power,
much of the West was withering from drought.
It was withering from the failure of Republican
administrations to develop its soil and water and
mineral resources.
2.
The Federal Reclamation Act had been on the books
for more than thirty years - but the Republicans
from Nineteen Twenty-one to Nineteen Thirty-three
did practically nothing about the over-grazed land
or over-worked farms. They let precious water
go to waste.
3.
In some western states, people had given up hope
and had begun to pull out for other parts of the country.
Population was actually falling off in some Western
States.
