SECRE ENCLOSURE D PROBABLE FUTURE DEVELOPMENTS Demands of the type made by the "Armenian National Council" in New York for the transfer of Turkish territory* to the USSR will have no effect whatever on the present firm attitude of the Turks. Never- theless, Moscow may be expected to use such demands, as well as other grievances against the Turks aired at the conference, to intensify Soviet anti-Turkish propaganda. Effective use will be made of the strong Armenian hatred for the Turks, and even those Armenians who are opposed to communism may be relied on to support territorial claims on behalf of the Armenian SSR. Armenian denunciation of the Turks for their past record of massacre and brutality will also undoubtedly be played up by Soviet and pro-Soviet propagandists. * The New York Times of 5 May 1947 reported that the conference, at its closing session at Carnegie Hall on 4 May 1947, unanimously adopted a resolution asking the United States for a "final and just determination of Armenian territorial claims."
