These Soviet territorial demands, like the insistence on spec-
ial privileges in the Straits area, are part of the USSR's war of nerves
against Turkey. The Turks are determined to resist any aggression. For
support in their attitude they rely upon the United States and Great
Britain and they hope that the strength of the United Nations will in-
crease and thus provide additional backing.
A conference of an unofficial body known as the "Armenian
National Council" met in New York from 30 April to 4 May. Armenians
from 26 countries were invited to attend. The Armenian territorial
claim, as well as older grievances against the Turks, were aired at the
conference. Complaints of this type will have no effect whatever on
the present firm attitude of the Turks. Moscow may be expected, how-
ever, to use such complaints to intensify Soviet anti-Turkish propaganda.

The New York Times of 5 May 1947 reported that the conference, at
its closing session at Carnegie Hall on 4 May 1947, unanimously
adopted a resolution asking the United Nations for a "final and
just determination of Armenian territorial claims."
