It is generally believed that Furubotten had contact with Moscow
through World War II, and if not receiving actual orders, at least had Soviet
approval of his wartime activities. He maintained constant contact with the
Soviet Embassy in Stockholm. When Furubotten was called into the office of
Chief of the Norwegian Police during 1946, and questioned about his intelli-
gence operations, he stated that he was conducting a secret intelligence or-
ganization but merely for his own use and not for use against the State.
