b. Natural Resources, Industry, and Science.
Natural resources, industrial production, and scientific research and develop-
ment would be inadequate to meet the needs of Greece in a modern war. A small but
efficient factory near Athens, which manufactured ammunition for small arms, is no
longer operative, and an aircraft assembly plant at Phaleron is now engaged only in
emergency repair work.
3.
GUERRILLA FORCES.
The present guerrilla forces have been built around the remnants of the ELAS
units of the occupation resistance. ELAS units were at first equipped with matériel
left from the Albanian war or taken over from those Italians who chose to surrender
to the guerrillas rather than to the Germans. Throughout 1943 and 1944, the British
parachuted ammunition, arms, and gold, a large percentage of which was not used in
the struggle against the Germans but was cached for use in the EAM post-liberation
political effort or, from time to time, employed against opposition bands.
On 1 December 1944, a few months after the liberation, the EAM members of the
government in Athens resigned, signalizing (although the non-Communist members of
EAM were probably innocent) an all-out effort by ELAS to obtain control of Greece by
military action. When British troops defeated this attempt, large numbers of ELAS
men fled to the Soviet-satellite countries or back to the mountains. Under the terms
of the Varkiza Agreement (February 1945) which terminated the revolution, ELAS
surrendered more than 40,000 small arms-mostly obsolete-but hid enough better
equipment to arm effectively some thousands of guerrillas.
