come a member of various organizations including the International Monetary Fund
and the International Bank for Reconstruction and Development, International Civil
Aviation Organization, International Labor Organization, Food and Agriculture
Organization, United Nations Educational, Scientific and Cultural Organization, In-
ternational Tele-communications Union, World Health Organization, International
Wheat Council, International Meteorological Organization, and International Rubber
Study Group. In the light of this changed attitude, Italy has placed in its new
Constitution a short but important clause which permits limitations on the national
sovereignty of Italy in favor of greater sovereignty for an international organization.
This would be effected by mutual agreement and on a reciprocal basis. In this con-
nection it is significant that Italy's present Foreign Minister Count Sforza is an out-
standing exponent of the idea of a United States of Europe.
