Weather: Scattered high cumulus with no effect on mission. Weather for period 2100 (KT) 30 June to 2100 (KT) 1 July: Ceilings over Korea reported at 3,000 feet, with tops estimated at 20,000. Overcast forecast to lower to 1,000 feet by 0300 (KT) and to remain so until 2100 (KT) 1 July. Intermittent rain forecast for area. 2. Soviet Participation: There have been numerous reports that Soviet officers have been seen; also reports of Russians among North Korean tank crews. The pilot of a North Korean Yak aircraft, upon interrogation, reported a Soviet colonel as either an air base commander or commander of North Korean Air Forces, assisted by some 15 Soviet personnel of lower rank. (FECOM) (SECRET) 3. Operations: a. North Korean crossing of the Han River and break - through in the Seoul area are reported by FECOM to have been made at 1200 (KT)/30. There is an unconfirmed report that the breakthrough was spear- headed by the North Korean 4th Division, formerly carried as Independent Mixed Brigade. It is possible that this 4th Division has serving in it troops of Korean descent who in the past served with the Chinese Communist Army (G-2) b. The front is essentially as yesterday, according to CINCFE: / from Inchon-Magwon-ni - along Han River to Susong-ni a Chunchon® (G-2) C. General MacArthur reports that the South Korean Army and coastal forces are in confusion, have not fought "seriously," and lack lead- ership o He estimates South Korean military strength at not more than 25,000 effectives. FECOM reports South Korean casualties at 60% of original strength, including dead, wounded and missing. FECOM also describes South Korean Army morale as bad and the military outlook as poor. All units are discouraged according to FECOM and losing willingness to fight. FECOM says the civilian population is very pessimistic. General MacArthur reports that the establishment of a Han River line is highly problematical, and he considers the defense of this line and the Suwon-Seoul corridor is essential to the retention of the only airhead in Central Korea.
