1. Weather: Sky conditions over Korea: broken middle clouds
with bases 6,000 feet, tops 9,000 feet, becoming scattered with bases
3,000 feet, tops 5,000 by 2400KT 2 July. Estimated to become overcast,
with bases 2,000, tops 3,000 by 0600/03(KT). Ceiling and visibility to
be unlimited by 1200/03 (KT) and will remain so until end forecast period
2100/03(KT).
2. Soviet participation: The following have been reported by FECOM:
a. A Soviet major general is reportedly directing the North
Korean attack. Another report placed a Soviet major general in Seoul.
b. Soviet Military Advisory Group reportedly is using the Banto
Hotel or the Mitsui Building in Seoul as CP. (The North Korean Army
Headquarters has also been reported in the Banto Hotel.)
C. U.S. Officer reports a reliable source identified a dead tank
driver as a Soviet, dressed in a Soviet uniform.
d. On 27 June (KT) between 1030 and 1100, a tank bearing the
U.S.S.R. flag reportedly drove through Seoul as part of liberation celebra-
tion.
e. One U.S. observer believes that four of ten planes which
strafed Suwon at 1410/02(KT) carried Soviet identification. (SECRET)
3. Operations:
a. At 0700/02(EDT) FECOM reported that it had no information
to indicate that the enemy forces had engaged in any significant operations
during the past 24 hours. Considerable activity in Seoul and between Seoul
and Suwon south of the Han River had been noted. Truck convoys, one
with an estimated 40 to 50 vehicles, had been spotted on roads south of
Seoul. Not more than 12 tanks were believed to be south of the Han River.
They were headed toward Suwon at 1200/02(KT). Ten truck-drawn artillery
pieces and some bullock-drawn antitank guns were reported on roads be-
tween Seoul and Suwon. North Korean troops have been crossing the Han
