Weather: Past 24 hours: Generally fair throughout the area except west and south coast Korea, which had stratus and ground fog. Clear and visibility unrestricted at 1000KT and stayed so. Next 24 hours: High and middle clouds, high based at 20,000 with tops at 22,000, middle based at 10,000 with tops at 12,000. Visibility six to eight miles with overcast stratus west and south coast Korea at 3,000 and ground fog by 1000KT. Intermittent rain and visibility 1 to 3 miles by 2100KT (F' F) 2. Soviet participation: A possible submarine contact at 1810/02 (KT) is reported by FECOM® Investigating U.S. aircraft reported possible Snorkel smoke. FEAF reported sighting a submarine about 25 miles north of Chumunjin about 1700/02(KT). (SECRET) Comment: ONIhas no pre- vious information on the presence of Soviet Snorkel-type submarines in the Pacific. 3. Operations: a. The buildup of North Korean forces, south of the Han River, and north and east of Suwon continues. At 0630/03(KT), an unknown num- ber of tanks reportedly attacked south from Yongdungpoo, (a suburb of Seoul, south of the Han River). A North Korean column, including trucks, artillery and an estimated "several hundred men** has been reported at Kumyanggang. A second North Korean column, with an estimated strength of 450 men was engaged at Ichon by South Korean elements at 0630/03(KT). The engaged North Korean column reportedly divided into two parts, with one moving in a north-northwest direction, and the other in a south-south- west direction.
