1. Weather: Scattered rain showers over the entire peninsula.
Western and southern coasts; broken low clouds, bases 2,000 tops 9,000
feet, increasing to overcast with 7 miles visibility by late afternoon.
Broken middle and high clouds with tops at 18,000 feet. East coast and
interior; scattered low clouds, bases 2.000 tops 11,000 feet with visibility
unrestricted except in rain showers. (SECRET)
2. Soviet participation: A captured enemy lieutenant of the North
Korean Third Division states that the division has 15 Soviet advisors in
Soviet officers' uniforms. The senior Soviet colonel, as the advisor to the
division commander, does not give direct orders but suggests the tactics
to be used. There are two Soviet advisors to each regiment, two with the
artillery unit, one each with the communications and training units, and
four as cultural and political advisors. (CIA) (SECRET)
3. Operations:
Enemy Situation
a. The enemy in his operations late 4 July at 1800(KT) launched
a frontal attack with the North Korean First and Sixth Divisions in the
Suwon area as the North Korean Third and Fourth Divisions continued the
enveloping attack against the South Korean forces in the Seoul-Inchon-Suwon
triangle. Converging on Suwon the enemy drove the South Koreans to posi-
tions on high ground north of Osan. (1008-1594). Enemy's deepest pene-
tration was at Sojong, 8 miles south and east of Osan. (FECOM)
b. The reported movement of troops and materiel across the Han
River from the Seoul area into the recently captured area indicates prepa-
ration for further offensive action. Wonju has been occupied by the enemy.

C. Press reports of a U.S. withdrawal south of Suwon are vague
and contradictory. FECOM reports on the situation should be available
for the Joint Daily Summary.
