Washington, D. C.

YOUNGMAN to BEN COHEN. YOUNGMAN said T. V. SOONG is having a
family farewell party tonight and YOUNGMAN wondered if COHEN
could attend. COHEN said he would try and see if he could
break another engagement. YOUNGMAN said TOM, WHITEY, LULU and
himself would be there. They then had a discussion as follows:
C--Tell me--I don't know what's best. FRANCIS BIDDLE sort of
thinks it might be better to wait until they abolish
these Appeal Boards for LULU. Then FBI wouldn't be in it.
Y--The thing is, then it puts it much in the hands of the
council and the councils are apt to be against him. Our
feeling is very strongly that it's better to try and push
it through.
C--He wants to do it through DREW. I talked to TOM and TOM
said he thought we ought to let him go ahead.
10:15am Mr. K. Y. CHEN (Phon. to YOUNGMAN re "pork (Phon.) program. "
CHEN said he has a letter from DR. SOONG stating CHEN is to
work with YOUNGMAN and K. H. WONG (Phon.). They will try to have
a meeting Monday morning. CHEN asked about possibility of Di-
rector General of UNNRA seeing SOONG. SOONG is leaving in the
morning and YOUNGMAN thought it would be better to let it go
this time.
10:25am Mr. PURCELL to CORCORAN. CORCORAN said that BILL is going out
on Monday night and that PURCELL should see him before he goes
because he may be able to do "one last whack at us on this space
thing. CORCORAN said he talked to VINSON again the other day
and that he (CORCORAN) is going to ask BILL (YOUNGMAN?) to
"slug in on it." PURCELL said that that is what he called
CORCORAN about. CORCORAN said that "it" is going all right but
that "this town lacks energy.' CORCORAN said he is going to
see BILL at a party at SAM CLARK's and is going to get him to
talk to VINSON Monday morning. PURCELL said that he is going to
the Stabilization Board meeting this morning and that VINSON
may be there. He asked CORCORAN if it is good or bad for him to
talk to VINSON any more. CORCORAN said that he should not talk
to VINSON any more; that he should push other people into VINSON
on the broad policy question, but that when PURCELL talks to
VINSON it is a very personal thing, but when "we" talk to him
it's high power in the sense that the S.E.C. in the town means
a hell of a lot on the inflation angle.
11:58am
ALEXANDER RICHTER called for an appointment with CORCORAN. MISS
DeFALCO will let him know.
