Washington, D. C.
June 21, 1945
10:53am CORCORAN to HAROLD BIXBY in New York. CORCORAN wanted to know
what had happened over at S.E.C. CORCORAN said he had talked to
PIKE about it and that PIKE will go to work on it. BIXBY said
his lawyers went down and pointed out the circumstances to
McCORMACK and JACKSON, who in turn saw BANE (Phon.) who is the
head of the Division, and that BANE had said it was obvious that
BIXBY had lived up to the spirit of the act but had violated the
technicalities. BIXBY said it is going to cost him $15,000.
CORCORAN told him to tell his lawyers to take an appeal to
the Commission and CORCORAN thinks he can "yank you out of it.'
CORCORAN said that he thought several of the Commissioners would
be down over the week-end and he would do what he can. CORCORAN
said, "I'm not in it, you know."
11:43am MR. ALLISON CRAGG (Phon.) to CORCORAN. He wants to see CORCORAN.
CORCORAN said he is really very busy; that "this ICKES thing" is
very interesting; that it's all tied up with Standard oil of
California, which is trying to force ICKES out so they can get a
bill through the House and Senate clearing their title to the
Federal Government oil lands down on the submerged portion of
California. CORCORAN said there has been a very mysterious
hearing going on this week to quit claim all Federal rights to
the land, which will give away billions of dollars of Federal
royalties due from Standard oil and they are trying to force
ICKES out so he can't kill the legislation. CORCORAN said the
Standard oil Co. is not doing it themselves, but are doing it
through the Signal oil Co. CORCORAN said, "There's a Teapot
Dome under this thing. 11 CRAGG will call CORCORAN about 12:45
P.M. and they may have lunch together.
11:55am MR. YAEGER (Phon.) from New York to CORCORAN. YAEGER wanted
to know when CORCORAN expects to come to New York again. COR-
CORAN said he didn't know. YAEGER wants TOM'S help on a matter.
He said there's a man named CHARLES bay, who is a friend of PAULEY
and that BAY wants him (YAEGER) to come in with him as a general
assistant; that BAY has a lot of money and controls Connecticut
Power and Light, Connecticut Power and Traction, and Bay Petro-
leum. YAEGER said that BAY also wants to meet CORCORAN, and when
CORCORAN asked why, YAEGER said "to talk politics. YAEGER
said that BAY "headed up that $1000 Club for PAULEY. " CORCORAN
asked if BAY is a gentile and YAEGER said yes. CORCORAN said
he would let YAEGER know when he is coming to New York and that
he would like to get up there the first of next week.
