PRICHARD to Treasury Department, Ext. 303. He was told that
Mr. THOMPSON and Mr. GROSS were waiting to see him. He spoke
with SAM and told SAM that he had forgotten about the meeting he
was supposed to have with them this afternoon. SAM said that
was all right; that the meeting was only about the Full Employ-
ment Bill, and could wait. He said, however, that there was
something that he wanted to tell PRICHARD that couldn't wait;
that there is, in the Bureau of the Budget, a document which is
a letter to Senator WAGNER signed by a postman saying things
about the Full Employment Bill that mustn't be said by anyone.
SAM said that apparently HANNEGAN hasn't seen it. SAM couldn't
recall what the letter said. He said that ARTHUR SMITHIES (Phon.)
knows about it; that it is killed as far as the Budget is con-
cerned. HANNEGAN will be contacted by PRICHARD right away about
the letter. PRICHARD, THOMPSON, and GROSS will get together
Monday.
4:30pm
Unidentified man to PRICHARD saying that DEAN (ACHESON ?) is
going to quit; that DEAN has turned down the FEA job and LEO
CROWLEY is going to get out and hold on to the FDIC job and make
some money. PRICHARD said that he thinks that he would stay if
he were going to be undersecretary, but that all that talk doesn't
mean anything; that it was just a leak out of the Budget Bureau.
PRICHARD said that he would speculate on CROWLEY leaving and that
it was his guess that BEN (COHEN ?) will be a member of that new
minister's counsel (council). The man said that the President
likes "this Texas man" and would like to keep him here, but that
he has the front to qualify him for a place in that council.
However, PRICHARD said that he doesn't think that the Texas man
has enough knowledge of foreign affairs. The man asked if
PRICHARD thought that BEN would like to have his job and PRICHARD
said that he knows that he would. PRICHARD said that he thinks
that the CROWLEY thing is "fairly solid."

TOBY (ALEX TAUBE, FEA ?) to PRICHARD. TOBY greets him: "Hello
Mr. Under-Secretary, " and PRICHARD replies, "Hello, Mr. Economic
Advisor--Mr. Agricultural Expert." TOBY says that he just got
back from Caracas and the conference was OK, they passed 98
resolutions. PRICHARD asks how JACK did, and TOBY says fine
until hebleft and then LESLIE WHEELER took over. They agree
WHEELER is a nice guy. TOBY says he called BOB (HANNEGAN ?) but
he wasn't in. TOBY says he is leaving for New York to see the
doctor about his ulcer. TOBY asks how BOB is and PRICHARD says
fine. TOBY says he didn't get engaged as there is another man.
PRICHARD kids him about it. TOBY says that Caracas is terribly
expensive and that one meal is $5.00. PRICHARD says that the
