said that he shook hands with him and that he seemed nervous.
They concluded that the CHURCHILL's defeat was due to a large
extent to the armed forces being against him and the fact that
Beaverbrook and Brendon Bracken got him off on a limb on domestic
issues. COHEN said that SHIRES (ISATAH BERLIN) didn't get over
and PRICHARD said he is at Oxford. They speculated as to who
will be the British Ambassador to this country.
In a discussion of the British elections COHEN and
PRICHARD agreed that the government there now is good; that BEVAN
will be good, although not wonderful. PRICHARD asked how BEVAN
acted at Potsdam. COHEN said all right, but "some of our people
were critical of him, in that they were very fond of CHURCHILL
and felt that BEVAN hung to some small points too long. Regarding
ATTLEE, under questioning by PRICHARD, COHEN said, "It was awfully
hard (for him), because he stood SO much in the background in the
early part and then was supposed to take over. He's an insignifi-
cant little person, anyway. But he did all right." COHEN said
that he felt that all our delegation wanted CHURCHILL to win.
COHEN said that he saw "LULU" (DR. LUDWIK RAJCHMAN).
PRICHARD interrupted him, at this point, saying, "Oh, did you?
By the way, you remember your last letter you wrote me about
OSCAR LANGE (DR. OSCAR LANGE, professor at University of Chicago)?
COHEN remembered. PRICHARD continued, "I had already told him
that before I ever cabled you.' COHEN said, "I mean, I
(indistinct) or put out by his letter to you. He phoned me, to-
day, and wanted to come and see me, and I said, 'I had to see you,
but I thought his matter easy should approach the irregular chan-
nels. 111 PRICHARD: "Well, I told him that. What I did was
COHEN interrupted, saying, "I mean, I was very happy. I mean, if
he really wants my personal opinion-- - but if you want to know what
the others will --this or that can't do that, and I don't
want to do it.
PRICHARD said, "I was a little put out by his letter,
too, and I wrote him and told him that before I ever wrote you.
I just told him that as a courtesy I would send his letter to you,
but I never had any idea that you'd answer it any way except the
way you did, and I wrote him and told him that before I ever wrote
you. I figured you'd be mad at me. COHEN: "No. I was a little
mad at you on the first cable on "LULU" (RAJCHMAN). " PRICHARD
asked why, and COHEN said, "Well, I thought that, one, I couldn't
I didn't want to do anything until we heard from the other side,
and I thought that if anything was to be done, DEAN (ACHESON)
should. He (DEAN) was in a position to cable. I couldn't say,
and you know JIMMY (BYRNES) wouldn't do anything (such as) cabling
back to the department that he heard from someone on the outside
that they weren't following through. I mean, I didn't even speak
to him (BYRNES) about it. That is, I just thought it would make
things worse. I was happy when "LULU" appeared on the scene."
"
PRICHARD: "Well, they finally did (State Department finally
cleared him, so he could leave the United States), but they held
