said that he knew that. COHEN: "Why should they be?" PRICHARD:
"Well, why do you think? Wake up. I mean, who do you think the
political people are - DEBORAH (Phon.)?" COHEN said that he

never met DEBORAH and asked why JOHN CARTER VINCENT (State Depart-
ment) should be down on "LULU." PRICHARD said that he didn't know,
because he didn't know his views. COHEN said that must be be-
cause of LOCKE (LAUCHLIN) CURRIE. PRICHARD said, "oh, sure it is.
on! Yes, the (T. v.) SOONG (Premier of China) angle. Sure! They
have it from a different- you see, that's the left wing attack.
Because he's not a Communist."
c--(Garbled).
P--Are you elated, or are you down in the dumps?
C--They said, also, that the chips for (CHARLES) BOHLEN (State
Department) were down.
P--Well, why shouldn't they be?
C--Why should they be?
P--Well, you don't hell. CHIP'S down on anybody! I mean--hell-
what do you think CHIP is? He may be smart, but, hell,
presumptively anybody that leaned toward that side of the
fence is in dutch with him.
-(Mumbles) Well, I don't think so.
p--Sure! BILL (Ex Ambassador WILLIAM) BULLITT told all those
fellows, years ago, that "LULU" (RAJCHMAN) was a Russian
agent. Remember--they were all trained under BULLITT.
(Long silence) Well, you've given me the silent treat-
ment. So I
C--What do you mean "the sil
?
P--Oh yeah! You're sorta irritated or sumpin'.
C--No, I am not.
P--You feel bad?
C--Naw, I'm quite beyond feeling.
P--When's your appointment going up?
C--I haven't heard.
P--When do you think it is?
C--I don't know. Congress is not in session.
P--Uh huh uh
C--Why didn't you keep Congress waiting for me?
P--Well, I don't know--I couldn't. If TRUMAN couldn't keep them
for the eight million unemployed, I don't see how I could
keep them for one partially employed.
C--Maybe we can--maybe he'll call them back.
P--I think he must--(silence)--I think he must.
C--It hasn't been suggested, but do you think an interim appoint-
ment would be wise or unwise?
