Washington, D. C. CO SUMMARY August 14, 1945 9:05 AM LEO CROWLEY to CORCORAN. CROWLEY says he wants CORCORAN to know that he has been working with the President and JIMMY (BYRNES) on Lend-Lease and he has gone along with him (LEO) 100%. LEO says he has the memo he showed CORCORAN a couple of days ago and he is going to see him (TRUMAN) with JIMMY on it. LEO says everything is in good shape to submit that plan to the President and that will be the only complete plan he has had from anyone including the fellows in reconversion. He says it would mean he would need 30 or 60 days to get the thing in shape. It would take 3 or 4 months for someone else to do it, but LEO says he can only stay for a short time. LEO tells CORCORAN he has been working with DONALD (NELSON ?) very closely, and wants CORCORAN to see what he thinks about this idea. CORCORAN says he is seeing DONALD today. LEO says when CORCORAN and DONALD get together CORCORAN doesn't have to tell DONALD about the reorganization, but that one thing that would help him (LEO) publically is that CORCORAN can talk about his (LEO's) taking this thing through the banking holiday and through the A.P.C. and the other thing. And if the President wants to get a reorganization bill through Congress the fellow to handle the reorganization bill would be someone like LEO. He says he thinks DONALD is pulling for him (LEO) to go over to the State Department, but he thinks it is just to re- organize it and that wouldn't be of any value to "me". LEO says that if he were to leave here, do this job of reorganizing the F.E.A., and then if he was given the job of reorganizing the government, "then," LEO says, "we could go do anything in the world we wanted in the future, you and I. CORCORAN says he has an appointment to see DONALD this afternoon and he has asked to see DONALD's boss, and that he will certainly see him in the next 24 hours. LEO says they think "we" are so damned close you will have to handle it very carefully. CORCORAN says he will. 9:00 AM CORCORAN to BOB (FOKES, Senator PEPPER's Office). CORCORAN told him that Senator PEPPER went to see the President and told him that the result of research produced the atomic bomb and suggested to the President that the same be done about cancer and as much be put into it. TRUMAN told PEPPER that he thought it was a good idea. PEPPER asked TRUMAN if he could tell the press that. CORCORAN said that as a result of this, PEPPER is holding a press conference in New York City at the Hotel Astor, and if hegets the lead he is going to tell it to the press. BOB told CORCORAN that he was going to get hold of DR. ADAIR and have him call on PEPPER at the Hotel Astor. BOB thanked CORCORAN for the information. 9:55 AM WORTH CLARK to BRENNAN advising that everything is O.K. on the Lever matter. WORTH then talked to CORCORAN and said that CLINT is grand and that he thinks they will fire JASSPON. WORTH suggests that he call MARTY and tell him. WORTH says CLINT (ANDERSON) said not to worry, that everything is fine and that he (CLINT) is going to announce his new reorganization soon.
