Washington, D. C. CO SUMMARY August 22, 1945 7:08 PM ELLIOT JANEWAY in New York City to Mrs. CORCORAN. He said he put TOM CORCORAN on the 5:05 P.M. plane in New York City enroute for Washington and he subsequently learned some information from the (WILLEAM) O'DWYER headquarters (New York candidate for Mayor), which he wants TOM to be sure to have before he talks with Secretary of the Interior HAROLD ICKES tomorrow. ELLIOT said: "You know about this PAC (CIO Political Action Committee) business, don't you?" PEGGY said she was acquainted with it somewhat. ELLIOT continued: "The old man (ICKES) was a little perturbed because, while the story had been around, he had not actually had the offer. I went over to the O'DWYER headquarters and I saw the Labor Party people and I want TOM to tell ICKES that BEN FIELDING, Executive Secretary of the Labor Party, says that it is going to materialize. They're all for it and they want the old man to know that they feel he's been fighting for them." ELLIOT wants TOM to call him at READING 273, ELLIOT told PEGGY that he wants the CORCORAN children to come to his place at their convenience. 7:20 PM LEO CROWLEY to CORCORAN stating that T. V. SOONG was in to see him (CROWLEY) today and "I gave him a memorandum on this Lend-Lease thing and he called me tonight and I told him I would talk with you and explain something and then you could talk with him (T. V. SOONG)". TOM agreed to come to CROWLEY's office to talk with him at 11:30 tomorrow morning. 8:55 PM DON HARDING to CORCORAN. DON said that T. V. (SOONG) called CROWLEY about WHITEY (WILLAUER ?) late this afternoon, and "I think probably it's at the point where CROWLEY doesn't want any more calls, I don't know." TOM said he was seeing CROWLEY in the morning. TOM asked DON what the story is on WHITEY. He said that HENRY RILEY (F.E.A.), "swore to me by all the gods that he (WHITEY) would be in by the end of this week." DON said that BELL, the successor of WHITEY in Manila, left San Francisco last night. DON continued saying: "CROWLEY told T. V. (SOONG) that WHITEY would have to stay and talk to BELL for at least a day or so BELL will get there tomorrow if WHITEY does not get held up he should be in here next Monday at the earliest and Wednesday at the latest. I am going to talk to WHITEY by telephone in about ten minutes, or about an hour, and I'll see if he has any other ideas." TOM said he figured that "between you and me and the bedpost" WHITEY was staying in Manila to see the drama and DON corrected TOM stating that actually WHITEY wants to return. In fact, DON has received three urgent cables from WHITEY stating he should be recalled to the United States in order to wind up Chinese affairs, etc. TOM said: "Now, DON, tell me. What now can I do with LEO (CROWLEY) tomorrow? What did he say to T. V. today?" DON replied: "What he said to T. V. today was that we'll get him (WHITEY) here just as quickly as we can, but he must stay to talk with BELL he could have talked with him before but you see the F.E.A. is committed to MacARTHUR's staff to leave a man there until another man arrived. ARTHUR PAUL (phonetic) who is the one who advises CROWLEY on it, head of the Bureau of Areas, has been very insistent that WHITEY stay there until BELL got there and the answer that CROWLEY gave T. V. was identically the answer that PAUL gave me.
