Washington, D. C. PR SUMMARY September 27, 1945 12:45 AM BERT GROSS to EDWARD F. PRICHARD stating HATCH offered a substitute to the amendment of RADCLIFFE and TAFT. GROSS believed it was written by HATCH and O'MAHONEY. It adds to the expenditure section. It takes the phrase out of the RADCLIFFE-TAFT amendment consistent with the other needs, obligations and responsibilities of the Federal Government so that it reads, "To the extent the continuing--cannot otherwise be attained, consistent with the other needs, obligations and responsibilities of the Federal Government, provide such volume of Federal investment and expenditure as may be needed to achieve the objective--." They agree that this is not bad. They discuss the bill and each does not know how many votes it will pull. The substitution did not convince RADCLIFFE. GROSS said O'MAHONEY did a superb job of tearing the other bill apart. The gallery was in an uproar. GROSS explained several incidents that took place in the Senate today. PRICHARD asks individually about the following Senators: BANKHEAD, RUSSELL, WALSH, MCKELLAR, LEVERETT SALTONSTALL. GROSS said that there were about 20 doubtful Senators (Democrats). PRICHARD asked about ELLENDER, OVERTON, OWEN JOHNSON and MAYBANKS. They discuss how each stood on the proposed substitution to the RADCLIFFE-TAFT amendment. Others mentioned were CHANDLER, BATLEY, TYDINGS and ANDREWS. GROSS said that all votes would be taken tomorrow. GROSS said he was relying on BIFFLE to make a poll on the thing but he hasn't heard about it. GROSS said that before the HATCH substitution they stood 47 to 39 against it. GROSS thinks that the HATCH substitute will defeat the RADCLIFFE amendment and be carried. RADCLIFFE is completely against the philosophy of the substitution. PRICHARD suggested that someone call TRUMAN tomorrow and get him to call some of the doubtful Senators. PRICHARD suggested that someone call FRED VINSON tomorrow and ask him to call TRUMAN. PRICHARD did not think that VINSON would call unless he had some word from BIFFLE or BARKLEY. PRICHARD stated that the Senate let TRUMAN down last week and they made some blunders. GROSS asks how broad a request should they make to TRUMAN. PRICHARD said that they should have names and give 8 to 10 names to TRUMAN. GROSS asks if VINSON has any influence on any of the doubtful Senators (Democrats). PRICHARD said, "BANKHEAD." GROSS thought this was important and hinted that VINSON do what he could along the lines of convincing BANKHEAD as he (BANKHEAD) was a signal. PRICHARD asks about BILBO and EASTLAND. GROSS said that O'MAHONEY made them pretty uncomfortable and made them think that whoever voted for the amendment would be voting for W.P.A. again and unbalanced budgets, etc. PRICHARD asked how O'MAHONEY voted on unemployment and was told that he. did not vote, that he was absent. GROSS said, however, that he was really making amends. GROSS said that he would call VINSON and TRUMAN tomorrow.
