The quota re fats and oils may be off soon, but Lever would prefer it remain as it is now because soap manufacturers don't expect any imports for some time. 11:15 AM TOM CORCORAN to DON RUSSELL, in the State Department. TC - DON ! DR - Yes, sir, THOMAS. TC - My very best congratulations ! And I wish you'd look at yourself and I really wish you'd show your boss and I think LEO CROWLEY would like to have you show it to your boss. DR - What? TC - Page 9797 of the Congressional Record in the Senate yesterday. They are tributes from LaFOLLETTE, BARKLEY, VANDENBERG, McKELLAR, LANGER, WAGNER, BUTLER, WHITE and CONNALLY. It's very impressive. DR - Now listen here, you damn scoundrel You damn fellows--now I've been trying to fight along here for your battles. Now they got me in a hell of a sweat. TC - Which is what? DR - Oh! this damn fool job I got into. TC - That's the best job in the State Department. DR - It's the worst one. TC - No it isn't fellow. It's the best one and the only one really significant. DR - Well, now listen. You fellows sort of pull for me and give me the benefit of any advice. TC - We certainly will, but, I mean, I know - I was talking to BEN (COHEN) about that fellow the other night. DONALD, it is the only job that is really impressive and important. DR - Well, I sort of think that too. TC - Because, fella this isn't something that you trade out in one conference at London or Potsdam. The things that are important as I was trying to say - you can't - I lived through Latin America for four years. Nothing makes any difference unless you get into the third secretaryship, the consulship, the commercial attache of every one of these countries guys who can understand what the hell you want done and can operate at the level that they're assigned. to. And that's all that's important from the long run. You've got the only real job in the United States. DR - (He laughs) Oh! Good God. Hell. TC - I'm telling you. DR - I shouldn't have brought this up. TC - No, you have. It's a great job. DR - oh! Hell, come by and see me sometime.
