"No, he said, 'I don't think it's good policy to go after anything that
is sewed up, but TOM told me about this and so far as that's concerned,
if anything like that comes up and if you want to go after it, hell,
let me know and I'll help--I got a pretty good drag with BOB HANNEGAN
on these things and I think I can get in a plug on something like that,
but I think that stuff's sewed up. I hate like hell to lose you in
any way but if you have an opening like that, a possibility like that,
I'll do everything I can to help it. Things may shape around here
anyway--something may be available here!'" PANUCH states that the
person referred to just wanted to make it clear that he wouldn't stand
in PANUCH's way. CORCORAN asks him whether he has heard anything from
BODWIN. PANUCH says he has tried to contact him for two days in vain,
but will call on him again on Monday. CORÇORAN: "Now, what can I do to
help you on this thing?" PANUCH: "It's really down to a question of
title." CORCORAN: "MILLS said he'd go to town with 'whozis' for the
assistant secretaryship--now, goddamn it, he certainly can go to town
with his boyfriend--the other boyfriend, for a special assistantship.
PANUCH: "You BYRNES?" CORCORAN: "Sure, now he committed to me
that he'd bell the cat--and do the talking. So I think you ought to
go up and see him--tell him you know--that I told you he'd go to town
on this thing." PANUCH declares that organizationally the special
assistantship is a monstrosity, says he wrote "him" (MILLS?) a memo
stating that if it caused any organizational difficulty he would be
willing to accept a deputyship. CORCORAN said he didn't know such a
position existed in State. PANUCH says that from what he has heard
and from what TOMMY and DON RUSSELL have told him, he believes the
"damn thing in the War Department is frozen," says he wouldn't want to
sign up with DON here and then "knock off" to go with BOB PATTERSON.
CORCORAN agrees.
9:20 PM
GEORGE KILLIOM to TOM CORCORAN. They discuss CHARLES HENDERSON of
Federal Loan Agency slated to move up to position of Federal Loan
Administrator. Their conversation continues:
TC - I heard he was going up right away. I heard
SNYDER was
keeping it for himself. And that was undoubtedly true. HUGH
COX who is SYMINGTON'S secretary (sneeze here)
SYMINGTON's
counsel smarter than hell told me he tried to get it for
SYMINGTON and he found SYMINGTON right in the way for himself.
Then he told me--wants to move HENDERSON up to fill it out and
that the vacancy that's left is the chairmanship of the RFC and
again I can't tell you what that job is. That was JESSE's
great job.
GK - Ha?
TC - That was JESSE's great job. That's the job with the real power.
Very few people know it, but I know it.
GK - Of course, you don't. You're not an administrator there.
