could get (CHARLES) FISHER who's just resigned from the RFC. Do you know
him?" RUSSELL said he did. CORCORAN said, "He (LEO) thought that with a
little work he could get him and wanted to pass that suggestion on to
you." RUSSELL said he "would get the two along." (re Export-Import Bank)

TOM CORCORAN to JOHN SONNETT at Justice Department. CORCORAN said, "I'm
just telling you this to keep you up to date. Not to urge you to do any-
thing. Now, they're gonna handle that Senator's matter (BURT WHEELER's
son, ED) very foolishly. They had decided on Monday to forget about it
and just extend the time indefinitely. Then this PEARSON article came
out two days ago. Now they've decided to call him back for three days a
week. It means, now, that every guy that they can find anything to do
in Washington now will apply now to be three days on and three days off.
That is not smart." JOHN said O.K.

TOM CORCORAN to ED WHEELER. The following conversation took place:
TC - Hello, ED.
EW - Yes.
TC - ED WHEELER?
EW - Yes, TOM.
TC - Now I know what happened, and I'm still trying to get JIM (FORRESTAL),
and I ought to get him right after lunch.
EW - Oh, swell.
TC - What happened was--they decided this. JIM decided this. I don't
know whether your father told you everything that happened.
EW - No.
TC - JIM and your father talked at the beginning of the week and, just
as I told you, JIM had decided to push this thing over. Then along
came this PEARSON article. Now CARTER (Admiral CARTER) came down
to see your father yesterday afternoon, and said in view of the
PEARSON article what he thought they'd better do is to have you do
it, and leave you there three days a week and off three days a week.
That's bum too. And from the Navy's point of view, it's positively
insane.
EW - Well, they couldn't do it.
TC - Because every fellow over there will then think why the hell can't
he spend three days on and three days off. But that was the
Admiral's wobbling and DENFIELD's (phonetic) wobbling to that
article which, of course, was just planted to catch you. Now those
articles are always written three days in advance. So what happened
is, FORRESTAL decided this thing on Monday. The word was leaked out
to DREW and DREW stocked it for Wednesday or Thursday. Now the
Admirals are having the creeps again. I wish to God that this wasn't
Navy Day week. But I will be slugging the same this afternoon. All
right.
EW - Well, thanks a thousand times, TOM. I certainly appreciate it. I
hate to be made a
