According to Immigration & Naturalization Service records, Shao Ti File 23-27 Hsu is not a United States citizen. Hsu was born May 28, 1916, in Ninpo, China. He entered the United States at Miami, Florida, Janu- ary 7, 1943, as a foreign government official (protocol representative of the Chinese Government) for the duration of status. On February 21, 1949, there was a change from his non-immigration status to that of a treaty trader (for a duration of one year from the date of the order). An end-use investigation undertaken by the American Embassy at Taipei, Formosa, during July, 1949, disclosed that the ultimate consignee, Taiwan Iron & Steel Machinery Company, named in an application for export license filed by the Pacific Trading Corporation, Boston, Massa chusetts, covering the exportation of 85 tons of silicon steel sheets, had placed no order with the Boston firm for the transformer steel. It was further reported that the named intermediate consignee in this same transaction was located at Taku Bar, the ocean port for Tientsin, China, a region which had been in Communist Chinese hands since 1947. As several subsequent end-use checks suggested that the Pacific Trading Corporation had filed applications for export licenses with the OIT without having valid orders, a complete investigation of the subject firm's activities was undertaken. An examination of the files and records of the Pacific Trading Corpora- tion by Department of Commerce agents disclosed that (1) the corporation had shipped 110,000 lbs. of silicon steel sheets on the S.S. "Reinholt" on July 29, 1949, and 187,000 lbs, of silicon steel sheets on the S.S. "Borgholt" on August 17, 1949; (2) that both of these shipments were made to the Chi Yee Company, Tientsin, China, and were off-loaded at Taku Bar, the ocean port for Tientsin; (3) that the "Reinholt" shipment was made under Export License No. A9-5-3-01671 in which the ultimate consignee was the Wah Son Electric Manufacturing Company, Shanghai, China, while the "Borgholt" consignment was shipped under Export License No. B9-718-37321 in which the ultimate consignee was the Taiwan Iron & Steel Machinery Company, Taipei, Formosa; (4) that no consignee amendments were ever sought by the Pacific Trading Corporation on these shipments; and (5) that in the case of the Taiwan license, no order was received by the Boston firm. The files further reflected that (1) Pacific Trading Corporation exported 112,000 lbs. of electrical steel sheets on the S.S. "Flandres" on June 29, 1949, to Van Udens Transport-Bureau, Rotterdam, Holland; (2) that this
