Moore, commodity markets trader, was accused by the Government yesterday of attempting to manipulate the market through a !false, misleading and deceptive press memorandum. Moore, an intimate of Democratic Senators O'Daniel of Texas and Thomas of Oklahoma, the latter ranking minority member of the Senate Agriculture Committee, is a former Texan and has offices at 1707 N St., N.W. a.s. He was said to have made $445,000 for himself and other market investors between January 2, 1946, and October 31, 1947. Moreover, he is charged with attempting to pull off a coup in the lard market on or about last October 1 by preparing and circulating among newspaper men, brokers and others a 'press memorandum stating the Government planned to buy large quanti- ties of lard for export. Reporter John W. Ball disclosed in The Washington Post last March 25 that the Justice and Agriculture Departments were investigating a plot to pull off a big killing in the lard market through the medium of a fake press release. The release was placed in the mailboxes of reporters at the Agri- culture Department while they were attending a press conference in Secretary Anderson's office. It stated that lard allocations for the first half of 1948 had been vastly increased and listed the names of several Government officials in 'confirmation. Newsmen became suspicious, investigated and found that the informa- tion in the statement was erroneous. Experts said that if the false information had gained widespread distribution the lard market would have surged upward sharply, then plummeted when the news was officially denied, Moore was named instigator of the plan yesterday by the Agriculture Department's Commodity Exchange Authority.
