I Full information on the accounts and assets of Bank of China, New York, is needed. The activities of H. H. Koong and K. C. Lee should be carefully investigated. II Complete files and data of all agencies on the Chinese bond issue, which the Soong's allegedly bought up for 25$ on the dollar and redeemed in New York at face value should be submitted to this group. III A report on the Chennault income tax case involving a strong box containing $250,000 in cash which was located in New Orleans is needed. It is reported that William Hunt and Company was an export-import concern in China which was sold to Dr. H. H. Koong in 1947-48 through a Canadian dummy, named Martin Gold. VI Mr. Charles Schelke, Manager of Anderson Myer and Company -- a subsidiary of 0. E. - should be interviewed. He was formerly president of the American Chamber of Commerce in Shanghai and is known to have information about corruption in the Chinese Government. VII Commerce is requested to submit a report on the Overseas Tanker Corporation case concerning which it is alleged to have extensive files. The relationship between the Overseas Tanker Corporation and the Chinese Petroleum Company should be set forth. It is known that these tanks carried oil to Vladivostok and China at one time. John W. Fleming, an agent for the Chinese Petroleum Cor- poration, has at one time worked for the office of Mr. Thomas Corcoran in Washington. VIII State Department is requested to report on a memorandum from D. L. Nicholson, dated April 11, 1950, concerning a summary of information on William J. Goodwin. IX Mr. Yu Kuo Hua, Deputy Delegate to the Internation Bank and a nephew of Chiang's child-bearing wife (not the Madam), is reputed to be one of the key contacts in the U. 5. for the transmission of funds from
