Mclarney, Deputy Commissioner Income Tax Unit Elting Arnold Assistant General Counsel TROMAN ANNY "NATIONAL ARCHIVES AND RECORDS LIBRARY U.S. SERVICE" GOVERNMENT Reference is made to my memorandum to you of June 15, 1951, as supplemented by Mr. Rains' memorandum of July 6, 1951, to which were attached lists of names of individuals and entities concerning which it was felt desirable to have further information in connection with the current investigation of the China lobby. It is understood that in addition to the lists transmitted by this office the Department of Justice supplied your Bureau with a further list, some of the names on which duplicated names previously transmitted to you by us. There is transmitted as an attachment to this memorandum a further list incorpor ating the names previously transmitted by us and by the Department of Justice and adding a number of new names. In perusing the list attached hereto you will note that the numbers 1 or 2, and in some cases both the numbers 1 and 2, are set forth alongside certain names. The number 1 indicates that the name has previously been transmitted to you by this office. The number 2 means that the name has previously been transmitted to you by the Department of Justice. Where both numbers appear it means that both this office and the Department of Justice have previously transmitted the name to you. The problem of the China lobby has been the subject of recent dis- cussions at an interdepartmental meeting in which several matters relevant to the role of the Treasury Department in connection with the investigation were discussed. It was believed at the meeting that it would be most helpful if the Treasury Department could supply from its files any information which might be available with regard to the persons and entities listed in the attachment. The attachment is, therefore, being reviewed by the Foreign Assets Control with this end in view. It is also believed that it would be most desirable if the Bureau of Internal Revenue would review the recent tax returns and such other material as may be available with regard to the listed names. In particular, it is desired to learn what foreign sources of income were enjoyed by any of the persons or entities named on the attached list and to receive any information showing that any of the persons or entities listed on the attachment had derived income from or con- tributed to any of the other listed persons or entities.
