MEMORAN DUM FOR THE FILES:
Re: China Lobby
A perusal of the Foreign Assets Control files has revealed the following
digested information concerning the indicated persons of the list of August
15, 1951.
(1) Allman, N.F. 390 Riverside Drive, New York City, formerly judge
of United States Court of Shanghai and senior partner of firm of
Allman, Kapp and Lee in Shanghai. Be was attorney for China Electric
Company, Ltd., of Shanghai, a subsidiary of International Standard
Electric Corporation. Be was granted a license to remit $14,500 non
dollar credit to Shanghai to terminate affairs of firm there.
N. F. Allman is also president of American Engineering Company, Fedl
U.S.A. of Hong Kong and manager of American Mercantile Company, Fed.
Inc., U.S.A. of Hong Kong and is connected with American Far Eastern
Syndicate, 56 Beaver Street, New York City.
(2) Chen, K. P. is listed as holder of a ten per cent interest of
Manufacturing Enterprises of China, a company controlled by
International General Electric, however, it is believed he holds
this as nominee for the Shanghai Commercial and Savings Bank,
Shanghai. He was listed on December 14, 1950, as director of a
Communist Bank of China. He is director of Anderson, Meyer and
Company, a subsidiary of Manufacturing Enterprises of China. Be
holds B. fifty por cent interest in the Cathay Insurance Corpora-
tion as nominee for the Shanghai Commercial and Savings Bank. He
is listed as chairman of the board of Universal Trading Company,
Inc., and holds as nominee a fifty per cent interest of China Ind-
ustries, Inc.
STATE AND ANNYN
(3) How, Bang is reported to be a friend and associateof K. P.
THE
Chen. He is the assistant treasurer of the Chrysis Corpor-
ation which is wholly owned by the Shanghai Commercial and Savings
Bank.
(4) Oceanic Enterprises is ninety-six per cent owned by Szechuan
Animal By-products Trading Company and acts as their agent in
inporting bristles into the United States. Because of their close
dealings with the Communists Szechuan Animal By-products Trading
Company was found to be a specially designated national on January
25, 1951. Upon further investigation it was determined that
