Schwartz Subject: TFR-603 and 604 Reports Filed by Bank of China, New York Agency In accordance with your request of September 7, 1951, copies or summaries of all the TFR-603 and 604 reports filed by the Bank of China, New York Agency are attached. Altogether, the Agency filed 93 TFR-603 forms and one TFR-604 form, the latter showing the interest of the Bank of China, head office in its New York Branch. The TFR-603 self-report of the Bank of China, New York Agency, shows total assets of $30,032,676. Against these assets are the following lia- bilities as shown by TFR-603 reports filed by Bank of China, New York Agency for others: Due to head office 6,972,205 Due to branch offices 10,325,876 Due to other Chinese (Mainland) & Formosan nationals 9,563,942 TOTAL $26,862,023 The balance of $3,170,653 is assumed to consist of liabilities to persons for whom no reports were required under the Foreign Assets Control Regulations. Generally, in the tabulation of census data, in order to show total U.S. assets of Chinese nationals, only the reports by the Bank of China, New York Agency, for the account of others are included, and the Bank of China, New York Agency self-report is excluded. The assets of the New York Agency, except for a difference of approximately $3 million, equal the assets of the Chinese nationals for whom they filed reports and inclusion of the Bank of China, New York Agency's self-report would have resulted in counting most of the same assets twice.
