COMT to -18- reform which would make the use of the "Point Four Program difficult, if not impossible, of application. It is my orinion that the Communist programs will l'ail just at this point. Let us wait and see. Let us keep contact with the Chinese people throughout this crisis. I am sure that the time will come when other and new opportunities for our help will be opened to us. Let us hope that we will then be prepared to accept the opportunity with all humility and without any thought of profit at the expense of the local people.
