(A) Rec'd 9:10 p.m. SECRETARY of State, Washington. ARCHIVES "NATIONAL AND RECORDS counted PRIORITY. . SERVICE" is sounds 526, October 18 9 p.m. (SECTION T.O) 1131141 and " m were attempting to Extend their fleld of influence. They were not carrying on a public campaign but vere carrying on a whispering campaign and taking advantage of the Economic situation in attacking the prestige of the Government. The result was that the morale of the people was very low. During the past WEEk there was a noticEable improvement due to the, opening of the Burma Road. HE stated that when the Burma road was closed all aid from Russia ceased. HE thought that this fact might give me some clue to the attitude and the policy of Russia. ith the opening of the Burma Road and the making of the loan from the United States a change had come and he thought that Russia's policy without doubt affected. But he was afraid that the Burma Road would be attacked by the Japanese and (2) successfully interrupted the influence of if i was the Communists would grow and he thought they would receive help from Russia.
