In as much as Chiang Kai-shek has indicated to Am-
bassador Johnson that T. V. Soong has been authorized to
discuss on his behalf in Washington Le questions relat-
ing to the plan, it is suggested that Mr. Hornbeck or
Mr. Welles ask the Chinese Ambassador and Mr. T. V.
Soong to call together for the purpose of discussing
with them in a preliminary way the "Plan" under consid-
eration. In such discussion it is suggested that the
attitude taken by Mr. Hornbeck or by Mr. Welles be as
indicated in this memorandum and within the general
framework of the Department's telegram to Chungling
no. 181 of October 24, 5 p.m.
