letter of May 5. 1941 in regard to the appeiatment and
designation of Dr. Seong as agent, representative and
attorney-in-fact of the National Government of the
Republie of Chine to ast on behalf of hie Government in
secusing and reseiving aid from the United States of
America or any agemey or instrumentality thereof under
the Lease-Lend Ast of March 11, 1941.
Thie Department has no information, other than is
centained in the Ambassador's note, in regard to the
authorisation for the ereation of the corporation or the
extent of its powers.
