215 DEPARTMENT OF STATE DIVISION OF FAR EASTERN AFFAIRS -4- to receive substantial foreign assistance and possibly from the developments of the Burma campaign. In connection with the release by Great Britain of some eight Lockheed-Hußsor bombers to China, to which the British Ambassador made reference in the course of the interview, Mr. Gauss expressed the view that diversion to other fields of aid to China was probably more ir- riteting to General Chiang than would have been a (refusal to give it in the first place. In concluding his memorandum, Mr. Gauss com- mented that it is difficult to get the British Ambassador to express any views or opinions, though he had said that he had repeatedly recom- mended to London that aid by way of air support and personnel and materials for small arms and ammunition were essential to China. Mr. Gauss recorded that it was his understanding that RAF officers sent to China to report on the need for air eid to China had found that such aid should not be given.
