Dear Fred:
Thank you for your letter of October 17. I
quite agree with the position you teke in it that
freight char. es representing Pritish essistance
to China in the delivery of American lend-lease
goods should be debited in London ageinst the
British credit to the Chinese government, and
should not be regarded as reciprocal aid by Great
Britain to the United Statee. Thie would conform
to our general policy with reference to shipping.
