    "ocrText": "154\n18 DCP\nDEPARTMENT OF STATE\nfile\nDIVISION OF FAR EASTERN AFFAIRS\nMay 26, 1942.\nS\nMr. Secretary\nIt is suggested that you ask the Counselor of the\nChinese Embassy (Mr. Liu Chieh) (the Ambassador is ab-\nsent and vill be away until June 2) to call and that\nyou handVto the Counselor the ribbon copy, with one\ncarbon, of the attached draft of a proposed lend-lease\nagreement between the United States and China.\nIn so doing it is suggested that you might care to\ninform the Counselor that with the exception of a few\nminor phraseological changes the draft follows the\nlanguage of the lend-lease agreement concluded between\nthe United States and the United Kingdom of Great\nBritain and Ireland, with only one substantive change,\nnamely, the inclusion of one additional statement which\nappears as the second \"Whereas\" clause. This new\n\"Whereae\" clause takes cognizance of and makes express\nreference to the Declaration by United Nations and the\ndeclaration known as the Atlantic Charter. This Gov-\nernment proposed, because of its obvious political\nsignificance, to include it in all further lend-lease\nagreements. You might hand the Counselor a copy of the\ntext of the agreement with the British Government (copy\nattached).\nYou might inform the Counselor also that this Gov-\nernment has desired to include the Chinese Government\namong the first Governments which we have approached in\nthe matter.\nYou might inform the Counselor that officers of\nthe Department will be available to confer with offieers\nof the Embassy at any time in regard to any technical\naspects of the draft and you might suggest that I will\nhold myself in readiness to arrange such a conferences\nupon receipt of word from the Chinese Embassy that such\na conference is desired.\nAssistant Secretary\nof State\nMAY 2 1942\nFE:MMH:HES\nMR.
