In connection with Department' s /255, December 22,
9 p.m. and with the following reply thersto, Department
might find helpful referencs to Embassy! 's 1407, December 1 [14]
11 a.ne, 1184, October 14, 3 P.F. and despetch No. 681
of October 15.
Chinese and Sovict Governments have reached agresment
with regard to transport of Lend-Lease materials across
Sinkiang but agreement has not jet bren signed. Russians
will transport 2,000 tons mon'thly to Hami or lising
Hsing Hsia and in addition will supply 300 tons monthly
of casoline (not 600 tons as reported to Currit). Although
in principle Chinese undertake to supply 2,000 tons of
strategic material for return trip of trucks to Iussia,
)
they will be unable to do DO and discussions are now
taking place with regard to basis on which China will
wy for unused capacity of trucles. Chinsso admit that
