At a meeting which I called last night of repre-
sentatives of the Embassy, GENERAL Olmsted, FEA, and
-
NElson mission it was unanimously agreed that it would
be desirable to negotiate a reverse Lend-Lease agree-
ment with China at the carliest possible moment. In
this connection Olmsted reports that this has already
been Endorsed by the War Dept to the State Dept and
he says he SEES no reason why such an agreement cannot
