United States Military Advisory Group. As approved by JCS (JCS 1330/10) plan envisaged that US would provide initially approximately 4,000 Army and Navy officers and men for training Chinese ground, air, and naval forces. As group was to be assembled from volunteers, it was envisaged of 95,8 o that dependents could accompany which ASF estimates would raise total US military and civilian personnel to approximately 10,000. Upon submission of plan for approval by State-War-Navy Coordinating Committee, Sec State filed strong objection which was submitted for comment to General Wedemeyer in WARX 92047, dated 8 January and repeated to you on 16 January. War Department advises that five specific concessions which Sec State believes to be excessive were not designed as contractual conditions to be agreed upon by Chinese as prerequisite to establishment of mission but rather were submitted by JCS for consideration of State Department in negotiating arrangements for mission Therefore, basic issue between State Department and War Department is size of advisory group which necessarily is related to mission advisory group is expected YOP CBEI Than INATIORAL RECORDS SERVICE^ AND comered DECLASSIFIED E.O. 11652, Sec. 3(E) and 5(D) or (E) OSD letter, May 3, 1972 By NLT-HL NARS Date 6.25.75
