25 15-1 529 In reply refer to January 3, 1944 BE Ny dear Nr. Secretary: On May 18, 1943 Veessetent Secretary Dean Acheson handed to Dr. 1. V. Chinese Minister for Foreign Affaire, the draft of a reciprosal ald agreement by the terms of which onina would undertake to provide supplies and materials so our arned forces in Ohina and would also make available to our armed forees and official estab- lichmente in thet country Chinese ourreney in amounte to be autually agreed upon. The sext of the proposed agreement - eleared with officere of your Department as vell as with representatives os the other interested agencies of this Government. On December 14, 1943, the Chinese Minister for Foreign Affaire indieated to our Ambassador at Chungking that the Chinese Government is prepared to conclude this reeiproeal aid agreement. Because of various recent developmente having a bearing on this question, as officers of your Department are aware, there has not been a unanimity of view among the concerned agencies as to the most desirable method of meeting the exchange difficulties of American forces and official establishments in China. As a result this 3.54 Department has not considered that it vas in a position to instruct Ambassador Gauss to conclude the reciprocal aid agreement under reference. We do not, hovever, feel that It would be advisable to delay mugh longer our reply to the approach of the Chinese Minister for Foreign Affairs. Ascordingly, it is suggested that representatives of the Mar Department, who are familiar with this matter, and representatives of other inter- ested agencies of the Government confer, especially with a view to reaching agreement on the question of the The Honorable Henry L.
