(3) The territories to which paragraph (2) applies sholl be declared either by the voluntary action of the member administering the territory or by the General Assembly, after consideration of the recommendation of a conference or conferences, specially convened by the United Nations, of members responsible for the adminis- tration of dependent territories. (4) The General Assembly may authorise the acceptance of mandates on behalf of the United Nations for the administration of particular territories, in each case by a specified membor. (5) The terms of the mandate shall in each case be defined by agreement between the General Assembly and the mondatory State, and shall include the principle of trusteeship as defined in paragraph (1) and the obligation to report provi led for in paragraph (2). (6) Paragroph (2) shall not apply to such bases or areas in dependent territories as the General Assembly ont the recommendation of the Security Council declares to be of special importance for the maintenance of international peace and security. (7) The General Assembly on the reccmmendation of the Security Council may remove from existing mondates such military restrictions as are in its opinion prejudicial to the security of the mondated territory or of the United Nations generolly. TREWAN COMMISSION III (Security Council) ARCHIVES RECORDS SERVICE" AND Chmptor!VI (Socurity Co uncil) : 19. Section (A) (Composition) to be amended to read as follows: : " (1) The Security Council shall consist of eleven members of the United Nations. (2) The United States of America, The United Kingdom of Great Britain and North Iroland, The Union of Soviet Sccialist Republics, The Republic of China, The Republic of France, shall be permanent members of the Council. 474 - 7 -
