GENERAL
ADDITIONAL AMENDMENTS PROPOSED BY THE DELEGATION OF THE
REPUBLIC OF PANAMA CONCERNING THE PROPOSALS FOR THE
MAINTENANCE OF PEACE AND SECURITY AGREED UPON AT THE
CONFERENCE OF DUMBARTON OAKS
(Amendments and Additions to Chopters I and II)
Without moking at this time any comments regarding the
reasons on which the amendments hereafter stated are based,
and reserving the right to give such reasons in full when the
actual drafting of the Charter of the Community of Nations is
undertaken by the Delegations in the different Commissions
and Technical Committees, the Delegation of the Republic
of Panoma submits to the consideration of the Conference the
proposels hereinafter stated:
A) That Paragraph 1, Chapter I, be amended to read as
follows:
CHAPTER I. -PURPOSES
The purposes of the Organization are:
= ARCHIVES 3. "NATIONAL
1. - To mointain international peace and security in
conformity with the fundamentol principles of international
low and to mointain and observe the standards set forth in
the "Declaration of the Rights and Duties of Nations" and
the "Declaration of Essentinl Human Rights" which are appended
to the present Charter, and which are made an integral part
therecf:
B) That a new paragraph number 2 be inserted to read as
follows:
2. - In furtherance of the end above stated, to take effec -
tive collective mensures for the prevention and removal of
threats to the pence and the suppression of acts of aggression
or other breaches of the peace, and to bring about by peaceful
means ndjustment or settlement of international disputes which
may lend to a broach of the peace;
