cussion relating to a dispute if such member or State is
O party to a dispute under consideration by the Security
Council, or if, without its being a party to such dispute,
the decisions that might be taken thereon would affect it.

ARRANGEMENTS FOR THE MAINTENANCE OF INTERNATIONAL
PEACE AND SECURITY, INCLUDING THE PREVENTION AND
SUPPRESSION OF AGGRESSION

PACIFIC SETTLEMENT OF DISPUTES

3. A dispute the existence of which might endanger the
mointenance of international peace and security should ob-
ligate the parties, first of all, to seek a solution through
negotiation, investigation and examination, mediation,
conciliation, arbitration or judicial settlement, or such
other pacific means as they themselves may determine. The
Security Council should coll upon the parties to settle
their dispute by the means indicated. (Phrase interpolated.
)
7. The provisions of paragraphs 1 to 6 of this Section
should not be applied to situntions or disputes already
solved by treaties in force or growing out of questions
which, according to international law, are sololy within
the domestic jurisdiction of the State concerned. (Phrase
interpolated.
Section B
DETERMINATION OF THREATS TO THE PEACE OR OF
ACTS OF AGGRESSION AND ACTION WITH RESPECT THERETO
1. Should the Security Council believo that foilure to
settle a dispute in accordance with procedures indicated
in paragroph 3 of Soction A above, or in occordance with its
recommendations under paragraph 5 of the said Section A,
constitutes a threat to the maintenance of international
peace and security, it should take any measures necessary
for the mointenance of international peace and security
which are in accord with the purposos, principles and
Charter of the Organization. (The phrase "purposes and
principles of the Organization is amended to purposes,
principlos and Charter of the Organization").
