"Commitment by the President did not make
any reference to the timing of the flow of
equipment from the U.S. to the Theater but

did make it clear that the U.S. intends
eventually to provide equipment for the entire
Chinese Army
The completion of equip-
ment will undoubtedly be impracticable until
after the defeat of Germany. This is apparent
when we consider that the Chinese Divisions in
the three groups total ninety which is the size
of the entire U.S. Army
