There are no alternatives.\nWe shall brook no delay.\n(6) There must be eliminated for all time\nthe authority and influence of those who have\ndeceived and misled the people of Japan into\nembarking on world conquest, for we insist that\na new order of peace, security, and justice will\nbe impossible until irresponsible militarism is\ndriven from the world.\n(7) Until such a new order is established\nand until there is convincing proof that Japan's\nwar-making power is ,destroyed, points in Japanese\nterritory to be designated by the Allies shall\nbe occupied to secure the achievement of the\nbasic objectives we are here setting forth.\n(8) : The terms of the Cairo Declaration shall\nbe carried out and Japanese sovereignty shall be\nlimited to the islands of Honshu, Hokkaido, Kyushu,\nShikoku and such minor islands as we determine.\n(9) The Japanese military forces, after being\ncompletely disarmed, shall be permitted to return\nto their homes with the opportunity to lead peace-\nful and productive lives.\n(10) We do not intend that the Japanese\nshall be enslaved as a race or destroyed as a\nnation, but stern justice. shall be meted out to\nall war criminals, including those who have\nvisited cruelties upon our prisoners. The Japanese\nGovernment shall remove all obstacles to the re-\nvival and strengthening of democratic tendencies\namong the Japanese people. Freedom of speech,\nof religion, and of thought, as well as respect\nfor the fundamental human rights shall be established.\n(11) Japan shall be permitted to maintain\nsuch industries as will sustain her economy and\npermit the exaction of just reparations in kind,\nUNCLASSIFIED"
